Do you have to lift your back door by the knob to get the lock to catch? Has a dormer window upstairs stayed shut for years because nobody wants to fight it? A door or a window in that state is usually still worth mending. About a third of Summit’s homes were built before 1940, and about seven in ten before 1960. A mended window or door still carries the character your house began with, and it looks better than it did.

Queen Anne, Shingle and Tudor Revival houses north of Springfield Avenue
The City of Summit describes its North Side Historic District as most properties north of Springfield Avenue. It dates the houses there mainly from 1890 to the 1940s. The City names Queen Anne, Shingle and Colonial Revival houses, plus more than 100 Tudor Revival homes. Hobart Avenue has a district of its own, about a mile long, where the City says houses of 1895 to the 1920s predominate.
On a house like that, the wood windows may date from the same years. A worn piece of an old sash, such as its bottom rail, can often be remade and put back. Schedule an estimate with us first, so you know what a repair would take.
What the Historic Preservation Commission does
Summit’s own list of historic districts runs to more than ten. It reaches from Deantown and the Silk Mill district to Prospect Street and Kent Place Boulevard. The City says its Historic Preservation Commission reviews applications that go to the Zoning and Planning Boards. It also runs a plaque program for historical homes.
The City also asks for a Historic Site Verification when a property is in a historic district or was built more than 100 years ago. Its handout says the commission’s comments there are a recommendation, not an approval or a denial. When you call the Construction Office, give your address and ask whether a window or door repair triggers one.
Get an EstimateThe same exact location, or a new size
The City’s Construction Division handles permits and enforces the state’s Uniform Construction Code. The City posts a chart of common projects. It lists a window changed in size or location as building permit work, with drawings of the header (the beam over the opening). It treats a window that stays in the same exact location differently.
The state code draws a similar line. Under it, swapping a window or door counts as ordinary maintenance only when the opening’s dimensions and framing are not altered. Even so, a City handout still puts “certain replacement windows” on its list of building permit jobs.
So let the City sort yours out. Each kind of permit has its own application, and the handout’s advice is to explain your project fully at the counter. The Construction Office is in City Hall, 512 Springfield Avenue, at (908) 273-6408.
Dormer and attic windows on a 1950s house
The 1950s gave Summit about three in ten of its homes. A house of that time may have bedrooms tucked under the roof, lit by dormers (windows that stand up out of the roof slope). A dormer often takes more sun and rain than a window lower down. It is also the hardest one to reach with a paintbrush.
So a dormer’s paint often goes before the rest, and its sill can soften early. From the yard, look for bare grey wood or a dark line under the sill. A soft sill can often be cut back and rebuilt without taking the window out. Call 516-841-5048 if yours looks tired.

We filed a permit application with the City. Is there a way to see where it stands?
Yes. The City uses an online service called the SDL Portal. Once you set up an account, you can log in at any time for the status of a permit. You can also have notices sent to you when the status changes. The Construction Division’s page on the City website explains it.
The little window over our front door is painted shut. Will it ever open again?
Often, yes. That window is called a transom, and many were hinged to tip open for air. Paint and a seized catch are the usual reasons one stops moving. We can usually free it, then check the hinges and the catch.
We found a stack of wood-framed screens in the cellar, numbered to the windows. Are they worth fixing?
They may well be. Wood screens were usually made to fit each opening. A loose joint can often be tightened and torn mesh replaced. Bring them out for the estimate, so we can match each one to its window.
A neighbor had to hand in a property survey with a permit application. Would a window job need one?
The City says most construction permits that involve outside work require a land survey drawn to scale. Ask the Construction Office what your own job calls for before you pay for a survey.
Do you work in Short Hills and Livingston too?
Yes. Near Summit we serve Short Hills and Livingston.
