In your Short Hills home, the top half of a window may have slipped down an inch and stuck there. Or the front door catches on its frame every damp morning. Both are usually jobs for a repair, not an order form. Roughly one house in four here dates from before 1940, and most were standing by 1980. Wood windows and doors of those years can usually be taken apart and mended. Once mended, your original windows and doors keep their charm, and they look better than they do today.

Highland Avenue, Knollwood Road and the other old Park streets
Short Hills is part of Millburn Township, and the Township has a Short Hills Park Historic District. A Township survey in 2020 covered about 268 properties there. The Township’s plan describes houses in it from 1870 to 1928.
The Township’s list of district properties has addresses on Highland Avenue, Knollwood Road, Forest Drive, Stewart Road and Northern Drive, among other streets. Living on one of them does not settle it either way. The Township says you can check your property’s status through its online SDL Portal.
Before window or door work in the district
The Township’s historic ordinance asks for a Certificate of Appropriateness, the commission’s written approval, before work starts in the district. It applies whether or not a construction permit is needed. The Township’s 2023 preservation plan lists outside repairs and replacements of windows and doors among the work that needs one.
The ordinance also names work that does not need a certificate. Changes inside the house are one. Repainting a surface that was already painted is another. So is work that cannot be seen from a public right-of-way, other than moving or demolishing a building.
Then there is ordinary maintenance. The Township’s 2023 plan puts it as upkeep that does not require replacing existing materials. Under the ordinance the Township posts, dated 2016, the commission’s Minor Work Review Committee or its preservation consultant decides whether a job qualifies. So a repair that puts new wood into an old sash is one to ask about before it starts.
Under that same posted ordinance, a window or door request that would not much change the house’s character can be handled as minor work. It says the committee can approve minor work without a public hearing. That judgment is theirs to make. To ask how, reach the commission’s secretary at (973) 564-1986.
The top half of an old window
On a house as old as many in Short Hills, the top half of a window was often made to slide too. After decades of paint it may be stuck shut. Or it may have slipped down and left a gap at the top that lets heat out all winter.
You may notice a thin line of daylight above the upper sash. Often the fix is inside the frame. It can be a new cord, fresh stops (the thin strips that guide the sash) and a careful cleaning of old paint. Have us look before you tape over the gap for another winter.
A house outside the district: Millburn’s Building Department
Roughly four in ten houses in Short Hills are 1950s or 1960s houses. The district’s roughly 268 properties are a small part of the whole. For a house outside it, start with the building permit question.
Millburn Township says a building permit is required for everything that is not ordinary repair or maintenance. New Jersey’s construction code counts new glass in a window or door as ordinary maintenance. Its condition is that the glass meets the code’s minimum type and quality. Exterior painting is on the same list.
For your own house, phone the Building Department at 973-564-7055, weekdays 8:30 to 3:30. The Township’s website shows a temporary address for its offices right now. So phone before you drive over.

A ball went through a front window in the district on a Saturday night. Do we have to wait for the commission before closing it up?
The ordinance the Township posts, dated 2016, has an emergency repair procedure. Immediate repairs that keep a house safe and livable may go ahead before a certificate, once the Township’s construction official agrees it is an emergency. The owner asks the commission for a certificate at the same time. When offices reopen, call the Building Department at 973-564-7055 and the commission’s secretary at (973) 564-1986.
The locks on our windows have been painted over so many times they will not turn. Can they be saved?
Often they can. Under the paint, an old lock is usually still whole. It can be taken off, stripped, cleaned and put back in its old screw holes. A lock that is truly broken is a separate, small job.
Our old carriage house has its own side door and windows, and they need work. Is it reviewed like the main house?
The Township’s 2023 preservation plan says the commission reviews work that will change the outside look of historic properties. It names carriage houses and garages among them. So treat that building as you would the house, and ask the commission’s secretary before work starts.
The swinging door between our kitchen and dining room no longer comes back to the middle. Can that be put right?
Often, yes. A door that swings both ways usually turns on a spring hinge set at its bottom edge or in the floor. Over the years that spring can weaken or slip out of adjustment. We start with the hinge, which can often be reset or given a new spring while the door stays where it is.
