Has the bathroom window swollen so tight that nobody opens it after a shower? Does the door in from your garage rub at its top corner? In a busy Livingston house, wear like this builds slowly, and it is usually repair work. Nearly half the homes here were built between 1950 and 1970. A careful repair leaves the original window or door in place, with its character, and looking better than before.

The bathroom window in a 1950s or 1960s house
If your house is from those years, the bathroom window may have taken a shower’s worth of damp for decades. A wood sash there may swell and bind. Paint may peel along its bottom edge, and the latch may rust.
A window that stays shut can make the damp worse, since the steam has one less way out. So this is a good one to fix first. Ask us what the wood needs to dry out and stay dry.
A door that needs a hard push, on a house from the 2000s
Roughly a fifth of Livingston’s homes have been built since 2000. On a newer house the frames are often sound. What wears is the soft seal that the door closes against. It can flatten, tear, or slip out of the groove that holds it.
Then the door needs a hard push before the latch clicks, or it whistles on a windy night. These seals are small parts, and they are made to be replaced. Phone 516-841-5048 about a door like that.
The door from the garage into the house
In a house with an attached garage, this door is often opened with your arms full. It gets pushed with a hip and left to swing shut on its own. All of that lands on the hinges. Once they give a little, you may see it first as a scuff on the upper corner of the door.
Longer screws into solid wood, or a repaired hinge seat, often set it right. Have that door looked at before the rubbing wears the paint off its corner.
Permits at Town Hall, issued until 2:30
Livingston’s Building Department is in Town Hall, 357 S. Livingston Avenue, on the second floor. The Township says permits are issued from 7:00 a.m. to 2:30 p.m. on full working days. General questions go to 973-992-5000, extension 5200.
The state construction code keeps a list of ordinary maintenance. Replacing a window or door in the same opening is on it, provided the opening keeps its dimensions and its framing. Storm windows and storm doors come under the same line. That line leaves out a window or door that is part of a fire-rated wall. And a job that cuts into a bearing wall, or changes a required way out, is not maintenance at all.
If your job comes close to any of those limits, ring extension 5200 before it starts.

Our finished basement has one window meant as the way out in an emergency. Can we put in a smaller, tighter one?
The state code speaks to that. A replacement for an emergency escape window must not reduce the required height, width or clear opening of the old one. Livingston’s own basement checklist also asks for egress window locations on the floor plan, where they apply. If the window is drafty, ask us whether new seals or hardware would help.
We are selling our house. Is there anything to settle with the Township about past window or door work?
The Township says a Certificate of Occupancy is not required to sell a home. It does recommend calling the Building Department, extension 5200, well before closing to ask about open permits on the property. You will also need a smoke detector certification from the Livingston Fire Department, 973-992-2373.
Is the Building Department open on Friday afternoons in the summer?
Only until 1:00. The Township lists summer hours of 7:00 to 4:00 Monday through Thursday, and 7:00 to 1:00 on Fridays. On summer Fridays, permits are issued until noon.
Since a glass storm door went on, paint on the front door behind it has begun to blister. Are the two connected?
They can be. A full-glass storm door in direct sun may trap heat against the door behind it. That heat can blister paint and dry out the wood. A storm door with a vent, or a screen panel in summer, lets the heat out. We can look at both doors together.
